Grievance Redressal Mechanisms

Thidanad Grama Panchayat has various grievance redressal mechanisms in place to receive complaints regarding the services provided to the public and to resolve them within a reasonable time frame.

1. At the Grama Panchayat Level

Complaints can be submitted through the following channels:

  • Directly at the Panchayat Office
  • In writing to the Secretary
  • Through the complaint box
  • By e-mail, if available
  • Through the online complaint portal, if available

2. Grama Panchayat Committee

Complaints relating to Panchayat administration or development activities may be brought to the attention of the Grama Panchayat Committee.

3. Grama Sabha

Members of the public can raise complaints and suggestions during Grama Sabha meetings. The Panchayat will consider the suggestions of the Grama Sabha and take appropriate action.

4. Standing Committees

  • Finance Standing Committee
  • Development Standing Committee
  • Welfare Standing Committee
  • Health and Education Standing Committee

Matters falling within the jurisdiction of these committees may be presented before the concerned Standing Committee.

5. Panchayat Department

If a satisfactory resolution is not received from the Grama Panchayat, a complaint may be submitted to the concerned officers of the Panchayat Department.

  • Deputy Director of Panchayats, District Level
  • Panchayat Deputy Directorate, Kottayam

6. Local Self Government Department Grievance Redressal Mechanism

Administrative complaints may also be submitted through the Local Self Government Department grievance redressal mechanism.

7. Complaint under the Right to Information Act

If a reply to an application under the Right to Information Act is not received or is unsatisfactory, the applicant may approach:

  • First Appellate Authority
  • Kerala State Information Commission

8. Ombudsman

Complaints relating to corruption, irregularities, abuse of power, and other malpractices in Local Self Government Institutions may be submitted to the Ombudsman for Local Self Government Institutions.

9. Public Grievance Redressal Time Frame

  • Acknowledgement of complaint: Immediately
  • Preliminary examination: Within 7 days
  • Complaints that can be resolved directly: Normally within 15–30 days
  • Complaints requiring further investigation: Within the time limit prescribed under the applicable rules

Rights of Citizens

Every complainant has the right to:

  • Receive acknowledgement of the complaint
  • Enquire about the status of the complaint
  • Obtain a fair and reasonable resolution
  • File an appeal
